9812 erorr and current fix not working ...

(This is for Windows vista home premium pack 2)
I am getting the error:

iTunes could not connect to the iTunes Store. An unknown error occurred (-9812). Make sure your network connection is active and try again.

I have tried the fix posted in article TA23179 (which points to a Microsoft article) (tried all the suggestions listed at Microsoft, tried the reboot of cable modem and router, and all the suggestions in discussion thread, turned off firewall.)

Nothing works. I still get this error any advice?
