I have a dilemma on a significantly not as described item

i bought a pair of boots that looked fine in the pictures and were described as barely worn at all and in almost brand new condition. when i received they definitely were not as nice as described or in the pictures they pretty much didnt have any life left completely worn down especially by the toes of the boots there was also some salt stains. to top it off the zipper wouldnt go all the way down then broke off and i noticed a small rip on the zipper. everything was going terrible. the seller wasnt responding to emails so i filed a claim with ebay which states i can get a full refund including shipping fine with me to pay return shipping. i get an angry email from the seller saying that there was nothing wrong with the zipper before and that she thinks they look like new (they look like they had been worn for at least 3 years) and that if i return them she will refund me my purchase price. i dont think so because of her lack of description. i only paid 30 +10 dollars shipping she said she would refund me 30 then i would have to pay 10 dollars shipping back and be out 20 dollars!!! what to do i have a claim open but i still dont know what to do?|||Do what you have been doing. Either the item is used in excellent or Very Good Condition or the item is New. It can't be both. Your seller is not obligated to reimburse the return cost of shipping & handling. Ebay, nor Paypal wll refund more than the item price and S&H paid. If the seller is not offering reimbursement of the return S&H for a Not as described item, just get your refund(item price and original S&H paid from Ebay/Paypal) and leave appropriate feedback as follows: Item not as described. Boots very worn." Wait until you receive your refund to leave feedback. If the seller is only offering item price in the dispute, then escalate the dispute to a claim. At that point, Ebay/Paypal will review and instruct you to return the item with some form of on line viewable delivery confirmation. Give Ebay/Paypal the D/C number and await your refund. As far as blaming you for the zipper , Ebay/Paypal will rarely get involved with that issue. Once the item is returned, the seller can't keep the money (item price and original S&H) and the item.
